Bryan Thompson 7d48aaa124 bump tracking: enroll 8 constant-bumpers in releases-only (#4882) ...

Enrolls the 8 highest-churn entries with published upstream releases in
releases-only tracking (~50 bump PRs/30d between them, mostly repo churn that
never touches the plugin). Entries whose latest release predates the current
pin hold at the pin (forward-only) until the next release.
